A significant part of the total population is different kind of disabilities and autistic persons.  For the observation of International Day of Persons with Disabilities on 3^rd December, 1997, in the Asian society based second rehabilitation convention. For the execution of the direction of the prime minister, Jatiyo Protibondhi Unnayan Foundation (JPUF) is formed with a notification no. S.KA.MA/Disabled/48/98-433 dated on 16-11-1999 of the ministry of the social welfare in order to implement the activities initiated for the development and welfare of the persons with disability on the basis of the Vetting of the prime minister, Law, Justice and Parliamentary Affairs according to decision of the cabinet. Memorial Association and formalization nature are published by dint of Bangladesh Gazette advertised on 16-2-2000.

The Caretaker Government restructured the foundation in last 2007. For the lacking of proper instruction, the inertia comes down then in the activities of Jatiyo Protibondhi Unnayan Foundation (JPUF). After taking the responsibility, the present government cancelled the reformation process of this foundation in order to enhance its effectiveness dated on last 26 May, 2016. Through this organization, the ministry of Social Welfare is conducting various activities for the development of disabled people.

The deprived and neglected community will be benefited if the department of Persons with disability Development is formally launched in order to embrace the continuity of the sustainable development through executing disability based activities including the establishment of the rights and empowerment of the persons with disability community.
